Italy reduced the cost of investments by the visa of the investor
Innovations concern a method of obtaining the residence permit through investments in the Italian innovation startup or in local business.
The text of the decree under the name Decreto Rilancio ("The decree on revival") was published in the official government newspaper.
It comprises a package of measures, the massive layoffs directed to fight against consequences, assistance to self-employed workers and supports to business, – all to restore the Italian economy after a pandemic, writes the Italian information portal.
In Article 38, paragraph 10 of this document conditions of providing the residence permit for investments on two most attractive options are changed. Now foreigners can acquire the right to residence in the country for investments of at least €500,000 in the Italian company which is in the market at least two years (before €1 million) or for investments of at least €250,000 in the innovation Italian startup (before €500,000). Thus, the entrance threshold by two options of investment is reduced twice.
Requirements for two other options remained invariable. These are €2 million investments in government securities or €1 million – in charity.
Experts consider that Italy made a step towads to correction of the mistakes which resulted in low competitiveness of an investment program. From the moment of the start in December, 2016 the investor visa of Italy could not achieve such popularity as the corresponding methods of obtaining residence in Portugal, Spain and Greece, all from which offered lower threshold of an entrance.
Analysts note that despite unconditional improvement of attractiveness of the investment Italian scheme thanks to innovations, the main problem remains unresolved. Only one of four options on it is recognized bearing minimum risks - it is investments in government securities, but they demand from the investor to bring almost as much how many the program of Cyprus granting citizenship to the EU. And purchase of the real estate in Italy does not grant the right to execution of the residence permit at all.
Reduction of the threshold of an entrance though puts Italy in one row with other countries offering "gold visas", but demands from the applicant of the high risks connected with investment into the Italian startup. It is obvious that it not same, as purchase of the house or apartment for the same amount.
